Audits workbench content - frontmatter, slug discipline, link integrity, template conformance, defect symmetry, cross-item leakage and capability manifests - against _shared/conventions.md, AGENTS.md and CONTRIBUTING.md. Reports findings; never edits.

The read-only auditor. Runs two check families that were separate in the reference implementations and belong together: corpus hygiene - frontmatter completeness, slug discipline, link integrity, status consistency, defect symmetry, cross-item leakage - and tooling conformance - capability manifests, provider families, green-gate parity, and whether the specification and the capabilities still agree. Returns a verdict of PASS, CONCERNS or BLOCK with findings, each carrying severity, the rule, the files, what is wrong and a suggested fix. It never edits, never commits and never touches the tracker, because an auditor that fixes things is no longer an independent check.
