aegis-ri

Create a roadmap-item folder from the template, or retrofit conventions onto an existing one. Refuses to create over an existing folder; retrofit adds only what is missing and touches nothing that is there.

Roadmap-item lifecycle. Mode `create` scaffolds the full folder skeleton from `_templates/ri.md`, writes the charter and adds the roadmap index row; it refuses if the folder already exists. Mode `update` carries two sub-modes: `retrofit-conventions` adds missing structure to an item that predates the current shape, adding only what is absent and never rewriting what is there, and `bump-status` moves the item along its five-value lifecycle. Slug and id are permanent once written, so both are confirmed before the first file lands.
