aegis-epic

Epic lifecycle - create an epic under a roadmap item, update it losslessly, or sequence the epics to work out ordering and the critical path. An epic must reach ready before stories can be written against it.

Epic lifecycle under a roadmap item. Mode `create` writes a new `20-epics/E<NN>-<slug>/epic.md` from the template with its stories and notes folders. Mode `update` performs lossless edits - frontmatter fields, additions to the acceptance criteria list, dependency changes - and never rewrites prose. Mode `sequence` reads every epic under the item, builds the dependency graph, finds the critical path and writes the epic index; it is read-mostly and touches no epic body. An epic in `draft` blocks story creation beneath it, which is the gate that stops stories being written against a moving target.
