Use FIRST in any workbench task - resolves which roadmap item, epic and story you are in, then loads that item's own concept, ADRs and architecture live from the corpus. Skip only when the task is unambiguously outside the corpus.

The scope foundation. Resolves the active roadmap item, epic and story from the working context, then loads that item's own concept, decision records, architecture documents and active specification so every downstream capability answers from current truth instead of stale embedded content. Corpus-agnostic - it discovers what a roadmap item has rather than expecting a fixed file set, because items differ and a fixed expectation turns a normal difference into an error. One-way: everything calls it, it calls nothing.
